In 1976, Garland Williamson founded Information Control Systems Corporation with two employees and established a company-wide policy of "doing that little bit extra" for customers. Today, this policy distinguishes ICS from the competition and generates an exceptional on-going record of successes as it provides comprehensive mid-size and large scale information management and development services for public organizations and private corporations. On a national level ICS has provided support services to the U.S. Department of Immigration and Naturalization (INS). At the regional level, ICS is a business partner of Accenture, LLP, working on-site at the U.S. Department of Education's Office of Student Financial Assistance Programs (SFA) to transform its commercial practices for loan organization, loan servicing, collections and other commercial practices. In Baltimore, ICS put in place major IT systems, policies and procedures that provided overall management and direction to the Baltimore City Public School System's (BCPSS) Information Technology Department.

Garland Williamson
A native of Baltimore, Mr. Williamson attended Baltimore City Public Schools and received his Bachelor of Science Degree in Management Science from the Union Institute, Cincinnati, Ohio. An active business leader, he served on the White House Conference on Small Business, making recommendations to Congress and the President on ways to stimulate the role of small businesses in the economy. Mr. Williamson serves on the boards of many organizations that have an effect on the quality of life for the citizens of Baltimore and the State of Maryland, such as; University of Maryland at Baltimore Foundation, Inc., Maryland Judicial Nomination Commission, College Bound Foundation Board, Associated Black Charities, Enoch Pratt Free Library, First Tee of Baltimore, the Alexander William Stearn Foundation and the Maryland Commission on Minority Business Reform.
